2002 Second Quarter Test Report

Laurentian Valley Township has a water servicing agreement with the City of Pembroke. The water is purchased from the city and distributed in the built up area of Stafford, part Pembroke Street East and part of Pembroke Street West. The City tests and treats the water at the Pembroke Filtration Plant on Riverside Drive and tests the water in their distribution system. Laurentian Valley Water Works tests the water in it's distribution system.

Quality Analysis

Water sampling is conducted by Claus Trost, Water Quality Analyst, Certificate number 12228. 

The water samples were sent to Caduceon Enterprises Inc. in Ottawa for analysis. Caduceon is an ODWS Accredited laboratory The results of the analysis are faxed back to the Municipality. The following chart is a summary of those test results.

Note 1

- On May 9 the Municipality was advised that one sample taken at the Brum's Dairy sampling location tested over for background bacteria and total coliforms. On May 10, new samples were taken and delivered directly to the laboratory, at three various locations in the dairy, plus one upstream at Marcel's and one downstream at the old Stafford Fire Hall. All showed absent for these parameters. It was not determined why the original sample failed.

At the beginning of April the Municipality started a weekly flushing program to boost the chlorine residuals

Complaints

Several complaints were received by the Municipality that were traced to water main flushing that was conducted prior to the shut down of the Pembroke Water Tower for maintenance.

During the Water Tower shut down, the Municipality also received two turbidity complaints that were traced to the routine flushing of the Bruham Avenue water main.

Ministry of Environment

The Municipality appealed the amended Order to the Environmental Appeal Board. The Municipality met with Ministry of Environment staff on June 18, 2002 in an attempt to negotiate a settlement of the appeal. The settlement has not yet been finalized. The Environmental Review Tribunal has set a date of August 8, 2002 to hear preliminary matters.

Maintenance

There were no water main breaks in the second quarter of 2002. One new service was connected and turned on. The Municipality has replaced the covers over all the water meter bunkers and contracted Neptune to test, repair and calibrate the water main meters. Neptune is also to instal remote readers, to improve worker safety.

A flushing program was executed prior to the Pembroke Water Tower shut down for maintenance. The Municipality has also implemented a weekly flushing program for the Pembroke Street East and Bruham Avenue West water mains.

Education

Two members of the works staff have received their Water Distribution 1 certificates after passing their exams on March 16, 2002.

Summary

In the second quarter of 2002, the Municipality purchased 10,794,534 gallons of water from the City of Pembroke and distributed it to 513 homes and businesses. Water quality analysis has revealed no indications of adverse water quality.
