2002 First Quarter Test Report

Laurentian Valley Township has a water servicing agreement with the City of Pembroke. The water is purchased from the city and distributed in the built up area of Stafford, part along Pembroke Street East and along Pembroke Street West. The City tests and treats the water at the Pembroke Filtration Plant on Riverside Drive and tests the water in their distribution system. Laurentian Valley Water Works tests the water in it's distribution system.

Quality Analysis

Water sampling is conducted by Claus Trost, under Certificate number 12228. 

The water samples were sent to Caduceon Enterprises Inc. in Ottawa for analysis. Caduceon is an ODWS Accredited laboratory The results of the analysis are faxed back to the Municipality. The following chart is a summary of those test results.

Note 1

- Three samples taken on the Pembroke Street East section revealed a very low chlorine residual. This is a known concern, there being a large distribution system for future development, with only limited use at this time. The Municipality is monitoring this situation and flushing the end of the loop main, when required, to maintain a residual.

Note 2

- Four samples taken at the end of the Bruham Avenue Main revealed a low or no chlorine residual, the main was flushed & retested in each instance. A by-pass was installed at Valley Spring to run water constantly in an attempt to keep the residual up at the end of this line. Testing has revealed that a much greater flow will be required.

Note 3

- One sample at the Brum’s Dairy location revealed a no chlorine residual, investigation revealed that there was a cross connection with their well. A valve will have to be replaced and a back flow preventor valve installed.

Complaints

No complaints were received by the Municipality

Ministry of Environment

The Municipality received a Provincial Officer Order on March 20, 2002. This Order was appealed to the Inspector’s Supervisor. The Order was partially revoked and partially amended. The Municipality will be appealing the amended Order to the Environmental Appeal Board.

Maintenance

There were three water main breaks in the first quarter of 2002. The Works Department also repaired two residential service shut offs. One new service was connected and turned on. Flushing was conducted on an as required basis in the first quarter.

Education

Two members of the works staff completed the Water Distribution 1 course in March, hosted by the Ontario Good Roads Association. They wrote their exams on March 16, 2002 and are awaiting their results.

Summary

In the first quarter of 2002, the Municipality purchased 10,524,230 gallons of water from the City of Pembroke and distributed it to 569 homes and businesses. Water quality analysis has revealed no indications of adverse water quality. The problem of low chlorine residual along Pembroke Street East should be resolved when the development of the Mall Site continues during the summer of 2002.
