The Reeve called the meeting to order with Council present with regrets from Allan Wren and Steve Bennett.

There was no disclosure of pecuniary interest.

That Council approve in principle the 2001 Budget for the Pembroke and Area Airport Commission.    CARRIED.

Whereas, the Township received tenders on April 19, 2001 for the construction of a new Garage/Administration Building and associated site works as part of the Alice & Fraser Waste Management Facility;
And whereas, the Township’s PLC reviewed and discussed the tender results at its April 26th, 2001 meeting;
Now therefore, be it resolved that the Township accepts the tender submitted by Westeinde Construction Ltd. in the amount of $2,760,493.00 including a $100,000 contingency allowance and the GST, being the lowest tender received, meeting all of the mandatory tender requirements, pursuant to the PLC’s recommendation;
And further that the Reeve and Chief Administrative Officer be authorized to execute the contract document;
And further that J.L. Richards & Associates Limited be requested to notify all tenderers of the Township’s decision regarding this matter;
And further that J.L. Richards & Associates Limited be requested to discuss and identify potential scope changes by Contemplated Change Notices for the Garage/Administration and Site Works Contract to reduce the overall capital budget envelope of the waste management initiative while maintaining the overall site development concept.

That the Council of the Township of Laurentian Valley appoints Jack Wilson as the alternate representative to the Alice & Fraser Waste Management Facility Board of Management.    CARRIED.

Be it resolved that the Township accept the following Contemplated Change Notices, pursuant to the PLC’s recommendation:
Contract for MRF by Miller Waste Systems:
CCN 6b): Second Coat of Paint     - $34,450.
CCN 7): Metal liner(s)        - $32,720.
        or
savings due to both CCN 6b and CCN 7     - ($14,500.)
Net Extra:         - $52,670. + GST
Contract for Composting Facility by Westeinde Construction Ltd:
CCN 12): Metal liner(s)     - $16,005.
CCN 13): Second Coat of Paint     - $ 9,750.
Net Extra:        - $25,755. + GST.

That the Council of the Township of Laurentian Valley approves of the following Pembroke and Area Recycling Board Budgets for 2001:

The Reeve asked for comments or concerns regarding the proposed road closing as included in By-Law Number 01-05-89 and 01-05-90.
There was no public participation.

BY-LAWS

By-Law Number 01-05-86, being a By-Law to authorize the issuance of certain licenses and to provide regulations therefore was given three readings and passed on a motion by Dennis Gauthier and Kellard Witt.

By-Law Number 01-05-87, being a By-Law to regulate fences around privately owned swimming pools in the Corporation of the Township of Laurentian Valley and to repeal By-law Number 63-01-99 of the former Townships of Stafford and Pembroke and By-Law Number 77-471, as amended, of the former Township of Alice & Fraser was given three readings and passed on a motion by Rick O’Brien and Jim Sheedy.

By-Law Number 01-05-88, being a By-Law to establish annual rates for street light maintenance, management of the work and the cost of the utility supplied in the Township of Laurentian Valley and to repeal By-Law Number 92-5, 92-6, 93-6 and 98-39 of the former Township of Alice & Fraser and all By-Laws establishing the annual street lighting maintenance and management rates for the former Township of Pembroke, the former Township of Stafford and/or the former Corporation of the Municipality of the Townships of Stafford and Pembroke was given three readings and passed on a motion by Kellard Witt and Jim Sheedy.

By-Law Number 01-05-89, being a By-Law to acquire certain lands for drainage purposes was given three readings and passed on a motion by Jim Sheedy and Dennis Gauthier.

By-Law Number 01-05-90, being a By-Law to provide for the stopping up and closing of Part of the Reserve for street, Plan 26, designated as Parts 1, 2 and 3 on 49R-14206 and being Part of PIN 57141-0148, geographic Township of Pembroke, now in the Township of Laurentian Valley, County of Renfrew, described in Schedule “A” and for the conveyance of those parts to the adjoining land owner thereof, in exchange for the conveyance of an easement to the Township over Part of Lot 26 and 27, Block N, Plan 26, being Part 2 on 49R-14161, in the geographic Township of Pembroke, now in the Township of Laurentian Valley, County of Renfrew, described in Schedule “B” was given three readings and passed on a motion by Dennis Gauthier and Rick O’Brien.
