Darrel Ryan, C.A.O. called the meeting to order with all Council present with regrets from Reeve Jack Wilson.

As stated in By-Law Number 01-01-69, Councillor Jim Sheedy took the Chair.

There was no disclosure of pecuniary interest.

    To approve the General and Road Accounts in the amount of $450,668.76.    CARRIED.

    That the Council of the Township of Laurentian Valley accepts the proposal submitted by Mettler-Toledo for a pitless scale with a steel deck and a 80,000 lb. tandem axle/concentrated load rating and with a minimum clearance of 9 1/2", at an estimated cost of $44,500.00 plus commissioning and training;
    And that J.L. Richards and Associates Ltd. be notified of our decision to advance the design of the required scale foundation.   CARRIED.

    Whereas, the Township of Laurentian Valley wishes to reaffirm its commitment to the implementation of new and enhanced waste diversion and utilization facilities along with the expansion and long term continued use of the Alice & Fraser landfill;
    And whereas, the Contract between the Township and Westeinde Construction Ltd., the Design/Build Contractor for the Composting Facility has the following stipulation:
    “The Contractor shall schedule construction, including arrangements, for the supply of Product or Products as defined in the General Conditions, no sooner than May 1, 2001. [...] The Contractor shall not incur any obligations with respect to Product or Products and payments therefore unless
    (i) such obligations accrues after May 1, 2001, and
    (ii) the Township has given a notice to the Contractor indicating that it may incur disbursements for Products.”
    And whereas, the above noted stipulation was primarily to ensure that the necessary approvals from the Ministry of the Environment (MOE) were obtained before incurring any obligations toward Product or Products;
    And whereas, the required MOE approvals have recently been obtained;
    And whereas, authorizing procurement of Product or Products earlier than contemplated will increase the total float available for completing this Contract in a timely manner;
    And whereas, this matter was discussed with the Public Liaison Committee (PLC) at its February 22, 2001 meeting;
    And whereas the PLC unanimously recommended that Laurentian Valley authorizes the procurement of Product or Products as soon as possible to ensure that the project proceeds in a timely manner;
    Now therefore, be it resolved that the Township of Laurentian Valley authorizes Westeinde to incur disbursements for Product or Products prior to May 1, 2001 for implementation of the Composting Facility;
    And further that J.L. Richards & Associates Limited, on the Township’s behalf be requested to notify Westeinde of the Township’s authorization.    CARRIED.

    (i) such obligations accrues after May 1, 2001, and

    And whereas, Miller has advised that the pre-engineered building for this facility must be ordered before March 7, 2001 in order to complete this project by early December 2001;
    And whereas, waiting until May 1, 2001 to order the pre-engineered building for the MRF will delay the completion of this project by potentially 2 months which, if possible, should be avoided;
    And whereas, Miller has advised that the cost to cancel the project after the pre-engineered building has been ordered but before May 1, 2001 would be $193,000;
    And whereas, authorizing procurement of Product or Products for the pre-engineered building and also other components of this project earlier than contemplated will increase the total float available for completing this Contract in a timely manner;
    And whereas, this matter discussed with the Public Liaison Committee (PLC) at its February 22, 2001 meeting;
    And whereas, the PLC unanimously recommended that Laurentian Valley authorizes the procurement of Product or Products as soon as possible to ensure that the project proceeds in a timely manner;

    And whereas, at its February 22, 2001 meeting, the Public Liaison Committee for the Alice & Fraser Waste Management Project recommended that the following companies, listed in alphabetical order, be pre-qualified to submit a Tender for the Garage/Administration Building and Site Works Contract;

  • - Bruce Baird Construction Ltd., Carp
  • - Brule Construction Limited, Almonte
  • - R.G.T. Clouthier Construction Ltd., Pembroke
  • - Dolyn Developments Inc., Ottawa
  • - Miller Waste Systems, Markham
  • - Nicolini Construction & Engineering Ltd., Ottawa
  • - M. Sullivan & Son Limited, Arnprior
  • - Wade General Contracting Ltd., Pembroke
  • - Westeinde Construction Ltd., Ottawa
    Now therefore, be it resolved that the Township of Laurentian Valley accepts and approves the PLC’s recommendation to pre-qualify the nine General Contractors listed above;
    And further, that tendering of the Garage/Administration Building and Site Works contract in accordance with Specifications and Drawings prepared by J.L. Richards & Associates Limited is hereby authorized.    CARRIED.

    Be it resolved, that Contemplated Change Order No. 9 submitted by Miller Waste Systems for the supply and installation of a 47 cubic yard compactor container at a cost of $11,250. plus GST to manage the residual waste from the Material Recovery Facility be accepted;
    And further, that the compactor container be National Blue in color pursuant to the color selection available from Marathon Equipment Company.    CARRIED.
