  • Mr. Dean Donaldson appeared before Council with reference to the Agriculture Impact Study.

  • Mr. Rick Klatt, Chair of the Community Policing Committee.
  • Mr. Neil Caldwell and Mr. Ron Moss of Jp2g Consultants appeared before Council with reference to Stafford West Water Line.

    MOTIONS:

    That the Council of the Township of Laurentian Valley approves Contemplated Change Notice No. 6(c) only for the Material Recovery Facility by Miller Waste Systems to modify the mechanical electrical room layout to include a finished office at a lump sum of $12,854.00 plus G.S.T.    CARRIED.

    Whereas, Ratepayers request water service turned off and on, and;
    Whereas, Ratepayers request sewer services cleaned;
    Therefore, the Corporation of the Township of Laurentian Valley enacts as follows:
    1)   All water turned off or on shall have a charge of $25.00 should the request be made between 7:00 a.m. and 3:00 p.m. (Monday through Friday) and a charge of $100.00 should the request be made at all other times.
    2)   All sewer service cleaning shall be charged at the municipal cost plus a surcharge of 50%. Should the request be made between 3:00 p.m. and 7:00 a.m., the employees are guaranteed 4 hours call-in.
    3)   Should any other services be requested of municipal employees between the hours of 3:00 p.m. and 7:00 a.m., the employee shall be guaranteed 4 hours call-in with all costs being borne by those making the request.

    That the Council of the Township of Laurentian Valley accept the proposal submitted by Canadian Portable Structures Ltd. to supply a pre-built gatehouse.
    And that J.L. Richards and Associates Ltd. be notified of our decision.

    That Mr. Dan Lalande of J.L. Richards and Associates Ltd. be notified that we wish to have Mr. Harry Naylor assigned as Senior Inspector for the construction of the Alice & Fraser Waste Management Facilities and that Council has no objections to the rate adjustments proposed to be implemented January 1st, 2001.

    That Council appoint Stewart Hammel to sit on the Alice & Fraser Recreation Committee.    CARRIED.

    That Council instruct Jp2g Consultants, West Watermain Extension to ask for invited tenders as result of study and cost for installation of water in Section 1.    CARRIED.

    That Council approve increased expenditure in the amount of $500.00 for animal control services.    CARRIED.

    Whereas, environmental awareness and protection are becoming increasingly essential to the future sustainability of world ecology;
    And whereas, sustainable food production must incorporate principals that recognize the impact of production on the environment;
    And whereas, the Environmental Farm Plan has been and continues to be an impressive example of a self evaluation process that addresses environmental protection at the primary production level;
    And whereas, funding for this program has been made available from the Government of Canada through Canadian Adaptation and Rural Development Fund of Agriculture and Agri Food Canada programming;
    And whereas, those funds will be exhausted at the end of the first quarter of 2001;
    And whereas, the Government of Canada has indicated it is not prepared to extend funding of this program;
    And whereas, the Province of Ontario must participate fully in this initiative with financial support;
    Therefore be it resolved that the Township of Laurentian Valley endorse the Environmental Farm Plan as its own;
    And that the Provincial Government through the Ministry of Food and Rural Affairs be lobbied to become more fully involved by providing funding;
    And that the Township of Laurentian Valley, through the appropriate medium, lobby the Canadian Adaptation and Rural Development Fund of Agriculture and Agri Food Canada and the Federal Agriculture Minister to extend funding for the program;
    And further that the Township of Laurentian Valley forward this resolution to Municipalities in Renfrew County for endorsement and the purpose of lobbying the Federal Government to extend funding to this demonstrated successful program.    CARRIED.

    BY-LAWS:

    By-Law Number 01-02-71, being a By-Law to provide for interim tax levies for the year 2001 for the Township of Laurentian Valley was given three readings and passed on a motion by Dennis Gauthier and Rick O’Brien.

    By-Law Number 01-02-72, being a By-Law to appoint a Drainage Superintendent pursuant to the Drainage Act, RSO 1990 was given three readings and passed on a motion by Allan Wren and Jim Sheedy.

    LAND SEVERANCES:

    No land severances were dealt with.
