That the Compliance Report dated April 2001, under the signature of our Treasurer Mr. Bruce Lloyd for submission to the Ministry of Municipal Affairs and Housing, in accordance with Section 6. (1) and Section 6. (2) of the 1999 Restructuring Grant Agreement dated May 20, 1999 is approved and supported by the Council of the Township of Laurentian Valley.    CARRIED.

That the C.A.O. or Deputy C.A.O. are hereby authorized to sign the Customer Service Contract with Hydro One to provide temporary power required for construction services for the new Waste Management Facilities at the Alice & Fraser Landfill Site;
And further that J.L. Richards are authorized to finalize discussion and negotiations with Hydro One to provide the above service.   CARRIED.

WHEREAS the next meeting for the Township’s Public Liaison Committee (PLC) for the Waste Management initiative is on April 26, 2001.
AND WHEREAS the Township received tenders on April 19, 2001, for the construction of a new Garage/Administration Building and associated site works as part of the Alice & Fraser Waste Management Facility;
AND WHEREAS the Township considers it necessary to award the contract for this project prior to the next PLC meeting to initiate construction of some of the works as soon as possible;
NOW THEREFORE be it resolved that the Township accepts the tender submitted by Westeinde Construction Ltd. in the amount of $ 2,760,493.00 , including a $100,000 contingency allowance and the GST, being the lowest tender received meeting all of the mandatory tender requirements;
AND FURTHER that the Reeve and Chief Administrative Officer be authorized to execute the contract document;
AND FURTHER that J.L. Richards & Associates Limited be requested to notify all tenderers of the Township’s decision regarding this matter;
AND FURTHER that the overall capital budget envelope and outstanding issues for the waste management initiative be reviewed in consultation with the PLC at its next meeting to determine if any scope changes are deemed required.
   CARRIED.
